A report on the then state of local government in the cities and towns of Scotland, criticising the administration of burgh property, drawing attention to the defects of the burgh magistracy and the ‘inherent evils of the existing system’ of prison management, and suggesting the removal of exclusive privileges enjoyed by burgesses. This was a radical report, produced by a group of Commissioners appointed in 1833 by a Whig government, and it led to future reform.
